RBA Training and Risk Assessment Guidance Program according to the RBA Code of Conduct Version 8.0 – Responsible Business Alliance (RBA) for Samsung Electronics at Saigon Hi-Tech Park, District 9, Ho Chi Minh City
Within the framework of the program to enhance corporate social responsibility (CSR) compliance and governance capacity in accordance with the Responsible Business Alliance (RBA) Code of Conduct, VINTECOM International Management Consulting Co., Ltd. successfully organized the RBA Version 8.0 – 2024 Training Course for Samsung Electronics at the Saigon Hi-Tech Park, District 9, Ho Chi Minh City.
The 3-day training aimed to strengthen the company’s capability in compliance and risk assessment for Health, Safety, and Environment (HSE) within the global supply chain. Participants included representatives from production management, HR, EHS, and supply chain departments, focusing on practical application of RBA requirements to factory operations and supply chain evaluations.

I. What is RBA?

➡️ The Responsible Business Alliance (RBA) is a global coalition of leading corporations in the electronics, semiconductor, and technology industries committed to building a sustainable, transparent, and humane supply chain.
🔹 Formerly known as the Electronic Industry Citizenship Coalition (EICC), RBA was established in 2004.

Who are RBA members?

➡️ The RBA brings together hundreds of the world’s leading technology corporations with major influence across the global supply chain, such as:
💼 Samsung 💻 Apple 🔧 Intel 🖥 HP 📦 Dell 🏭 Foxconn ☁ Microsoft
🔹 These corporations adopt the RBA Code of Conduct throughout their entire supply chain — from factories and subcontractors to component suppliers.

II. Objectives and International Framework of RBA

➡️ The RBA aims to ensure that all technology products are produced under fair, safe, and ethical working conditions, grounded in internationally recognized standards, including:

  • OECD Guidelines for Multinational Enterprises on responsible business conduct in supply chains.

  • UN Guiding Principles on Business and Human Rights.

  • ILO Declaration on Fundamental Principles and Rights at Work.

  • Core ILO Conventions such as C29 (Forced Labor), C138 (Child Labor), C87 & C98 (Freedom of Association and Collective Bargaining).

  • The Universal Declaration of Human Rights (1948) affirming basic human rights such as the right to life, work, and equality before the law.

The RBA Code of Conduct is structured around five key sections:

🔹 A. Labor – Protecting human rights, prohibiting forced and child labor, and ensuring fair working conditions.
🔹 B. Health & Safety – Ensuring safe working environments and minimizing occupational hazards.
🔹 C. Environment – Reducing environmental impact, managing waste and emissions, and complying with environmental laws.
🔹 D. Ethics – Promoting integrity, transparency, fair competition, and protecting privacy and intellectual property.
🔹 E. Management Systems – Establishing policies, procedures, internal audits, and continuous improvement mechanisms to sustain compliance.

➡️ To become a Participant, companies must publicly commit to supporting the RBA Code and implement management systems that ensure ongoing compliance.

III. Key Focus Areas of the RBA Version 8.0 – 2024 Training at Samsung

The training program focused on Section B – Health & Safety and Section C – Environment, enabling participants to identify, assess, and mitigate risks through practical approaches:

  • Occupational Safety Assurance: Identifying and controlling risks in SMT, Assembly, and Test areas to prevent workplace accidents.

  • Hygiene, Food, and Accommodation Management: Ensuring proper living, dining, and dormitory conditions in compliance with RBA standards.

  • Chemical and Operational Safety Control: Conducting chemical risk assessments, managing MSDS, and emergency response training.

IV. Practical Risk Assessment According to RBA VAP Guidelines
The intensive practical session enabled participants to:
Identify special labor groups (e.g., Start Function workers, night shift employees, contractors, and temporary labor*).
Recognize occupational safety, environmental, working hours, and welfare risks across production processes.
Apply the RBA Risk Matrix to assess severity levels, evaluate potential impacts, and propose continuous improvement actions.
V. Significance of the Program
The RBA training course helps Samsung Electronics and its supply chain partners to:
Enhance awareness of Corporate Social Responsibility (CSR) and sustainable business practices.
Minimize risks during VAP assessments conducted by RBA or other global technology corporations.
Contribute to building a responsible, transparent, and sustainable global supply chain aligned with international best practices.
This program also prepares companies to meet compliance and audit requirements from customers or third-party audit firms (VAP – RBA Approved Auditing Firms) designated by the Responsible Business Alliance (RBA).
➡️ RBA is not merely an assessment standard—it is a comprehensive social responsibility governance framework that empowers organizations to achieve long-term sustainable development, meet global compliance requirements, and strengthen competitive advantage.
