EMC/ERM Technical Standards in Compliance with EU Directives

VINTECOM International continues to implement cooperation programs with Viettel Corporation in providing consulting services for certification of technical standards for high-tech products. These activities aim to ensure compliance with the requirements of the International Telecommunication Union (ITU), the International Electrotechnical Commission (IEC), and other international standards, thereby enabling Viettel’s telecommunications products to meet the requirements of CE Directives and qualify for entry into the European Union (EU) market.

Key EU Directives applicable to radio and electronic equipment

For telecommunications and electronic equipment using radio frequency (RF), the following EU Directives are applicable:

Radio Equipment Directive (RED) – 2014/53/EU
Low Voltage Directive (LVD) – 2014/35/EU
Electromagnetic Compatibility Directive (EMC) – 2014/30/EU

Technical Documentation Requirements

Organizations must prepare technical documentation to demonstrate that products comply with applicable requirements and to support the Declaration of Conformity (DoC) under EU Directives.

Manufacturers are required to:

Prepare technical documentation before placing products on the market
Ensure documentation is available to market surveillance authorities upon request
Retain documentation for 10 years from the date the product is placed on the market (unless otherwise specified)

In addition, manufacturers must:

Identify all potential risks associated with the product
Determine applicable essential requirements
Include this analysis in the technical documentation
Describe how identified risks are mitigated, for example through the application of harmonized standards

EU Declaration of Conformity (DoC)

The EU Declaration of Conformity (DoC) is a mandatory document that must be signed by the manufacturer or authorized representative, declaring that the CE-marked product complies with all applicable EU legislation.

By signing the DoC, the organization assumes full responsibility for compliance with EU regulations.

Key requirements include:

The DoC must be kept up to date
Any changes (e.g., legislation updates, product modifications, manufacturer details) require revision of the DoC
Importers must ensure the DoC accompanies the product and retain a copy for 10 years
