ISO/IEC 17025:2017 Training and Consulting at HIOKI Electric Vietnam – Laboratory Competence Management System and Electrical Measuring Equipment Calibration

VINTECOM International Delivers ISO/IEC 17025:2017 Training and Consulting at HIOKI Electric Vietnam – General Requirements for the Competence of Testing and Calibration Laboratories

1. ISO/IEC 17025:2017 Training Integrated with Electrical Measuring Equipment Calibration Activities

In electronics manufacturing, research and development, quality inspection, and electrical equipment maintenance, the reliability of measurement results plays a vital role in controlling product quality and technical processes. To ensure that calibration results are technically sound, metrologically traceable, and sufficiently reliable for their intended use, laboratories need to establish and maintain a system that meets the relevant requirements for competence, impartiality, and consistent operation.

To enhance the technical management and quality management capabilities of laboratory managers and engineers, VINTECOM International delivers an ISO/IEC 17025:2017 training and consulting program at HIOKI Electric Vietnam, covering the General Requirements for the Competence of Testing and Calibration Laboratories.

The program is designed to connect the requirements of the standard with practical electrical measuring equipment calibration activities, particularly direct current voltage (DCV) calibration. This approach helps participants gain a clearer understanding of how to apply the standard’s requirements to laboratory technical operations and management.

2. HIOKI – 90 Years of Experience in Electrical Measurement

Established in Japan in 1935, HIOKI E.E. CORPORATION has developed its business around the research, development, manufacturing, sales, and servicing of electrical measuring instruments. The year 2025 marked HIOKI’s 90th anniversary.

Throughout its development, HIOKI has built a portfolio of measurement solutions serving a wide range of technical applications, from research and development to industrial manufacturing, electrical system inspection, and maintenance.

In Vietnam, HIOKI Electric Vietnam was established to expand the HIOKI Group’s presence and strengthen customer support in the local market.

Delivering ISO/IEC 17025:2017 training in the context of increasingly demanding requirements for measurement accuracy and reliability highlights the importance of developing personnel competence, calibration methods, and laboratory quality management systems.

Further information about HIOKI and its history is available on the official website: https://www.hioki.com/

3. ISO/IEC 17025:2017 Training Content at HIOKI ELECTRIC VIETNAM

The training program focuses on helping participants understand and apply the technical and quality management requirements of ISO/IEC 17025:2017 to calibration laboratory activities.

General Awareness of the Standard

Participants learn about the scope of application, structure, fundamental principles, and role of ISO/IEC 17025:2017 in demonstrating the technical competence and quality management capabilities of testing and calibration laboratories.

Key Terminology and Interpretation of Core Technical Requirements

This section focuses on the metrological terminology needed to understand and correctly apply the standard’s requirements, including calibration, metrological traceability, measurement uncertainty, bias, accuracy, standard deviation, repeatability, reproducibility, and the interpretation of relevant technical requirements for measurement systems.

The correct use of terminology provides a foundation for a consistent understanding among technical personnel, managers, and relevant stakeholders throughout calibration activities.

Interpretation of ISO/IEC 17025:2017 Requirements

The program covers the main groups of requirements specified in the standard, including:

  • General requirements: impartiality and confidentiality.
  • Structural requirements: responsibilities, organization, and relevant authorities.
  • Resource requirements: personnel, facility and environmental conditions, equipment, metrological traceability, and required competence.
  • Process requirements: review of requests, selection and validation of methods where applicable, sampling where relevant, handling of test or calibration items, technical records, evaluation of measurement uncertainty, ensuring the validity of results, and reporting.
  • Management system requirements: control of documents and records, risks and opportunities, corrective actions, internal audits, and management reviews in accordance with the management system implemented.

The requirements are explained within the scope of the standard and illustrated with examples relevant to electrical measuring equipment calibration activities.

4. Applying ISO/IEC 17025 Knowledge to Direct Current Voltage (DCV) Calibration

An important practical component of the program is connecting metrological requirements with a direct current voltage calibration model.

The illustrative model uses the following equipment:

  • Fluke 5560A Calibration: Generates DC voltage at selected levels in accordance with the calibration method.
  • Keysight 3458A: A reference measuring instrument that may be used to verify the output voltage and establish the reference value when required by the approved method.
  • HIOKI Precision DC Voltmeter DM7276: The unit under test (UUT).

Through this model, participants can learn how to establish a reference value, collect repeated measurement results, calculate the mean value, and determine bias:

Bias = Mean UUT Reading − Reference Value

The program also clarifies the relationships among bias, measurement uncertainty, calibration certificates, metrological traceability, and the assessment of conformity of results.

The use of a reference measuring instrument such as the Keysight 3458A should be determined according to the calibration method, measurement objectives, and measurement uncertainty budget. Not every DCV calibration method necessarily requires a three-instrument configuration.

The technical examples are intended to help participants understand the underlying principles and their application. Actual specifications, measurement data, and acceptance criteria must be based on technical documentation, calibration certificates, and approved procedures.

5. Practical Benefits for Calibration Laboratory Personnel

Through the training and consulting program, personnel have the opportunity to improve their ability to identify the requirements of the standard and better understand how to translate those requirements into appropriate technical activities, records, and evidence.

Key areas include:

  • Understanding and applying ISO/IEC 17025:2017 requirements relevant to calibration activities.
  • Improving awareness of personnel competence, equipment, and calibration methods.
  • Understanding the principles of measurement uncertainty evaluation and establishing reference values.
  • Recognizing the role of metrological traceability and technical records.
  • Improving the ability to review measurement results, calibration reports, and evidence demonstrating competence.
  • Strengthening awareness of risk control, impartiality, and the reliability of results.

The effective application of these principles depends on the laboratory’s methods, resources, records, and actual processes. Training is one component of competence development and does not replace the assessment and demonstration of conformity of the actual management system.
